cbe: hack around invalid Air
Can be changed to `!inst_ty.hisRuntimeBitsIgnoreComptime()` when the
"result location with inferred type ends up being pointer to comptime_int"
test stops producing Air containing a `bitcast(*comptime_int, ...)`.
