Sema: allow cast builtins on vectors
The following cast builtins did not previously work on vectors, and have
been made to:
* `@floatCast`
* `@ptrFromInt`
* `@intFromPtr`
* `@floatFromInt`
* `@intFromFloat`
* `@intFromBool`
