cmake: fix handling of transitive zstd dependency
- Remove ZIG_ENABLE_ZSTD in favour of allowing ZIG_STATIC_ZSTD to be toggled off explicitly when ZIG_STATIC is on
- Remove ZIG_ENABLE_LIBCPP (now unused)
