Sema: replace uses of `toUnsignedInt` with `toUnsignedIntAdvanced`
During semantic analysis the value may be an unresolved lazy value
which makes using `toUnsignedInt` invalid.
Add assertions to detect similar issues in the future.
Closes #18624
