Sema,type: unify type query functions
The following pairs of functions have been combined using the "advanced"
pattern used for other type queries:
* `Sema.fnHasRuntimeBits`, `Type.isFnOrHasRuntimeBits`
* `Sema.typeRequiresComptime`, `Type.comptimeOnly`
