windows: use NtSetInformationFile in DeleteFile.
Using `FILE_DELETE_ON_CLOSE` can silently succeed without reporting any error
on non-empty directory. This commit adds usage of NtSetInformationFile
which will report `DIRECTORY_NOT_EMPTY`.
