Windows: Handle ACCESS_DENIED in DeviceIoControl
This was causing the Dir.readLink test to fail for me locally with error.Unexpected NTSTATUS=0xc0000022. Not sure if PRIVILEGE_NOT_HELD is actually possible or not.
