To mitigate https://zolutal.github.io/aslrnt/; do this with a patch to
avoid having to enable `CONFIG_EXPERT`.

Subject: revert "drm/amd/pm: Fetch current power limit from FW"
Fetching FW value prevents power limit modification by the user.
The "out-of-band ways" are unclear.
This fixes 7700/7800 XT custom powercap.
