As with Solaris (dba1bf935390ddb0184a4dc72245454de6c06fd2), we have no way to
actually audit contributions for these OSs. IBM also makes it even harder than
Oracle to actually obtain these OSs.

Import LLVM's D32450/D116857 patch to enable unwinding support on
SPARCv9 systems.

had to put the new LLVM arch/os enum tags into it.

eabi. In this commit we make it gnu in both places to match the
latest changes by @hoanga.

also start prefering NtDll API. so far:
* NtQueryInformationFile
* NtClose
adds a performance workaround for windows unicode conversion. but that
should probably be removed before merging
