Improve language_htaccess highlighting
- Add IPV6 highlighting, fix IPV4 clobbering long numbers
- Add numbers, operators, emails
- Expand keywords list to include everything shown on https://www.askapache.com/htaccess/
- Make literals list entries match in both lower and title case
- Greatly reduce regex priority, since it was creating a lot of false positives (still a lot of false negatives though)
- Only highlight `.htaccess`, not `something.htaccess`
- Various other small tweaks and fixes
