Change modlist interface (#401)
* Change modlist interface
* add the settings file
* new current mod enabled indicator
* Only show requiredOnClient warning when required
* filter by required on client status
* fix ONLY_REQUIRED instead of ONLY_NOT_REQUIRED
* update list slider position when reopening
* colorblind colors
* convar for reversed list and allow unicode search
* better colors for the blind
* Update filtered modlist after changing mod status
* fix some things
* mod enabled color blind icon
* move enabled icon
