Add `CGlobals` class and `g_pGlobals`, and update code to support (#411)
* add CGlobals class and g_pGlobals, and update scripts to support
* don't automatically enable antispeedhack (oops)
* add dedicated.cpp
* format
* bad push oops
* reformat again
